"An antipope may be elected if the right to vote is granted to bishops." This means a plan to destroy Peter's apostolic succession. The Universi Dominici Gregis gives authority only to cardinals chosen by legitimate popes, that is, before Bergoglio, for a future legitimate conclave in the Church.
