It says in Tradition in Action:

"The fact that Pope Francis did not choose a new cross, but kept the one he had as Archbishop, seems to reveal that he does not consider the dignity of a Pope to be essentially superior to that of a Bishop. This is also confirmed by his insistence on being called Bishop of Rome rather than Pope."

There is a passage in the canon law of the Church that says that if a cardinal usurps the Chair of Peter, he loses his cardinal's hat and becomes only a bishop.
