The CIC is owned by the Archdiocese of Washington, but was languishing years ago and OD was asked by the then archbishop or cardinal of the archdiocese to run it. When OD takes something on, it doesn’t do anything half-way.
Membership in OD isn’t defined by “rank” but rather availability to serve the apostolates of OD. A married member, a supernumerary, by virtue of their marriage and likely parenting responsibilities is least free to serve specific OD apostolates, instead focusing mostly on one’s primary PERSONAL apostolate, their spouse, children, friends, coworkers, etc.
The organization is much looser than you think. I suspect most of the CIC board are NOT members of OD. That’s just how things are done.
