Is Trump "Trolling" not just his Zombie "Opponents," but his "Allies"?

who is a constitutional law professor at the South Texas College of Law Houston (seems to possibly) think that President Donald Trump is trolling his "allies" into new "Overton Windows," that is supposedly new acceptable public policies, such as the unprecedented possibly unconstitutional First Amendment suspensions during the lockdowns for the coronavirus hysteria as well as for sure thinks he is trolling his leftist zombie "opponents" who "viscerally and instantly oppose his position":
