It appears that Bishop Athanasius Schneider is directly confronting Francis, the bishop of the "diocese of Rome."
The Catholic newspaper, The Remnant, asked Bishop Schneider the following pointed question about the "diocese of Rome" and he responded with a direct answer:
"The diocese of Rome swiftly suspended all public Masses to comply with the government directives. Bishops around the world [following Francis's example and lead] have taken similar actions. The Polish Bishops [unlike the diocese of Rome], on the other hand, have called for more Masses to be celebrated so that the congregation is smaller. What is your view on the decision [of Francis and other bishops] to suspend public Masses to prevent the spread of the coronavirus?"
"[Schneider said] As long supermarkets are open and accessible and as long as people have access to public transportation, one cannot see a plausible reason for banning people from assisting at Holy Mass in a church. One could guarantee in churches the same and even better hygiene protective measures.

It appears that Bishop Schneider has never confronted Francis (and the bishops who have followed his lead) so directly as on this "banning... Holy Mass" in the "diocese of Rome" to supposedly stop the spread of the virus statement.
Schneider is right. Taiwan, only 80 miles away from Communist China, is the country most successful in stopping the spread of coronavirus in their country and it has proven this can be done with still allowing public Masses. In "banning... of Holy Mass" Francis doesn't represent "plausible reason[s]" as the bishop said is proven in Taiwan.

By saying Francis doesn't have "plausible reason" to ban public Masses in the "diocese of Rome," he is directly saying Francis doesn't have credible or believable "reason[s]" for his actions against the Mass.
Pray an Our Father now for the restoration of the Mass and the Church as well as for the Triumph of the Kingdom of the Sacred Heart of Jesus and the Immaculate Heart of Mary.
Also, pray an Our Father now for God to give President Trump the grace to do His will in this present crisis.

In a purified Church, healthy and led from the top by a Catholic, then there would never be a *confrontation* (as you say), because we would all be living according to God’s Law in unity in Christ, Word.
In a sinful, perverted and idol worshipping Church, however, to be faithful to God is to be “confrontational with the Pope“; Bishop; Priest; Superior.
God first, middle, last - everything. I see God through my legitimate authorities: Pope, Bishops and priests. But if they move off the path; leave The Way - I no longer see them, because I will never lose sight of God.
My Parish is in a State in which the governor has imposed restrictions on 25 or more gathered in one place. Our SSPX Priest (God bless them all!) now holds ver twice as many Masses - limited to 24 by signup reservation only. He requests that young children not attend and those with any symptoms whatsoever. He requests, once there, we all keep proper spacing and approach the communion rail three at a time. No Altar Servers, so he makes multiple trips back and forth to the Tabernacle and uses his own Paten to preserve the precious Body. We are asked to leave immediately after Mass and not mix with the arriving Parishioners of the next Mass. Homily shortened significantly to remain within the allotted hour. Confession available 30 minutes prior (as always) for every Mass. Respect the neighbors. Wash your hands. Etc.
He is serving every Parishioner of the Parish AND he is showing all due respect to health concerns and legitimate secular authority.
THAT is how it is to be done. God is well pleased with this Priest and this Order in this time. It can be done!
May the movement grow that offers Mass to the People of God. It is an illegal order to demand it be withheld, without first making any attempt to offers it within the boundaries of safety and legitimate laws. There is no excuse for Bishops to withhold Mass completely and totally, rendering our communities, nation, world DARK!
