Monsignor Joseph Clifford Fenton was the editor of the American Ecclesiastical Review, served as a peritus for Cardinal Ottaviani at the Second Vatican Council and secretary of the Catholic Theological Society of America. Monsignor Fenton is quoted by journalist Aldo Maria Valli saying that the last strong and non-progressive pope was Pope Pius X:
"We must face the facts. Since the death of Pope St. Pius X, the Church has been governed by weak and progressive popes who have flooded the hierarchy with useless and stupid people. The current composition of the Council is a good example of this.
