It's most definitely NOT salvageable. is a good guy. But no man or even two men can fix the corruption at the bureau.
It's too corrupt, and it's been this way for too long.

To cover it up, the actual shotgun trigger man, who had a long history of sexual assault, never went to jail. He spent his days in the old neighborhood pretending to mentor young men. put him in a campaign ad despite everyone in the neighborhood knowing this.
5. Ruby Ridge. Over the 11 day siege, the FBI picked off members of former Green Beret Randy Weaver's family, who was set up by the feds in the first place. The entire raid only happened because he told the feds to "pound sand" when asked to snitch. The family alleged his notice to appear had the wrong date on it, on purpose. Sam was straight sniped. Randy eventually surrendered, and he and Kevin were acquitted on the serious charges to include murdering a federal agent. He was convicted on the failure to appear and the family successfully sued the federal government. Rules of Engagement on the use of deadly force were changed. But unfortunately...
6. Waco. So much for the use of deadly force only when necessary. Sure, the ATF started this abuse of power catastrophe. But it was the FBI who ultimately lied to Janet Reno for approval to execute the tactical team's plan to end the 51-day stand off, despite multiple recent instances of fires starting after deploying CS gas. 75 people died, including 25 children. Members of the tactical team still brag about it publicly, and if you are one of the people still defending the FBI handling of Waco, then I'm not sure you can be helped.
7. Might as well put Oklahoma City on the list, since it was a direct response to Waco. Actions have consequences.
Now add that to all the recent abuses. Are we well-versed enough on their corrupt behavior in the Trump era, some of which is documented by their own inspector general, to do that?
The FBI has never been a bureau of "above reproach" good ole' American college kids. That image is the result of a bullshit propaganda campaign launched by their cross-dressing leader. Comic books and news reels, folks. The bureau is the product of a French monarchist (Napoleon's grandnephew Charles Bonaparte) and its corrupt, cross-dressing leader made it the blob it is today. They have been blackmailing and extorting elected presidents ever since.
Your elected representatives in the executive branch, folks. Someone as dirty and sanctimonious as Jim Comey serving as director, isn't the exception. He's the norm. Straight out of the Hoover Model.
