Does Texas have "troops and equipment" to defend the border? Forgive me my ignorance, I am just a lay Catholic who seeks to be faithful to the truth and who does not live in this country, but can someone explain to me what this means?

In my country, it is only the armed forces that protect the borders and represent the federal government.
