Frankly Mr. Netanyahu exerts more influence and authority in Washington than Biden does. 

The Israelis who were on the receiving end of a horrible barbaric attack have sought to do more in response than they have in the past.

I think they decided this is an opportunity to settle accounts with all if their enemies because they can leverage our power.
