Leo XIV: 'Absolute exclusion of the death penalty'
![]() |
In his diocesan bulletin for February 2021, Bishop Robert Prevost, now Leo XIV, explained Francis' 'Fratelli Tutti' and made some intriguing affirmations about the death penalty.
Dr Edmund Mazza has kindly drawn our attention to the following article written by Leo XIV, then-Bishop Robert Prevost, in his diocesan bulletin for the dioceses of Chiclayo, February 2021...

Diocesan Bulletin N. 10, February 2021, pp 12-13
In his new Encyclical Letter, Fratelli tutti (“All brothers and sisters”, quoting Saint Francis of Assisi), Francis offers a new vision for building a more just world, where lasting peace reigns. In order to bring about the transformation of the world in this direction, it will be necessary to promote the participation of all persons and institutions.
Once again, the pope issues a definitive no to war and to globalised indifference. Fraternity and social friendship are, according to the pope, the necessary means to bring about the reconstruction of a wounded world.
In its eight chapters, the Encyclical sets out, step by step, what the elements of reflection and labour would be in order to achieve this reconstruction.
[...]
“Dialogue and social friendship”, the title of the sixth chapter, presents dialogue with all as an instrument for building a different world, where conflicts are resolved without resorting to violence or war. “Life is the art of encounter, even though there is so much dis-encounter throughout life” (n. 215). In the search for truth, one can arrive at true consensus, especially regarding the respect for human dignity. This chapter concludes with an invitation to recover kindness, which entails “speaking words of encouragement, that comfort, that strengthen, that console, that stimulate” (n. 223).
Francis issues an invitation to be builders of peace in the seventh chapter, “Paths of Renewed Encounter”. He says that true reconciliation is attained proactively, “forming a new society based on service to others, more than on the desire to dominate; a society based on sharing with others what one possesses, more than on the selfish struggle of each one for the greatest possible wealth... True peace can only be achieved when we fight for justice through dialogue, pursuing reconciliation and mutual development” (n. 229). Also in this chapter, Francis makes explicit what has already been the teaching clearly pronounced by the Church since the pontificate of John Paul II: the absolute exclusion of the death penalty. “All… are called to struggle not only for the abolition of the death penalty… but also in order to improve prison conditions, with respect for the human dignity of those deprived of their liberty” (n. 268).
Finally, in the eighth chapter, “Religions at the service of fraternity”, the pope calls for reflection on the service that each religion can offer in the construction of fraternity in the world. Making God present in society helps everyone to recognise one another as fellow travellers, truly brothers. “It must be acknowledged that among the most important causes of the crisis in the modern world are an anaesthetised human conscience and a distancing from religious values...” (n. 275). “We Christians cannot hide that if the music of the Gospel ceases to vibrate in our depths, we shall have lost the joy that springs from compassion, the tenderness that is born of trust, the capacity for reconciliation that finds its source in the knowledge that we are always forgiven—sent forth” (n. 277). In interreligious dialogue, a hope is offered for the elimination of violence and religious terrorism.
This new Encyclical Letter, Fratelli tutti, invites us to have an open heart to labour in solidarity with all, seeking the transformation of society and institutions to bring about a more human, more just, more fraternal world, where no one is excluded...
The following is an email from a Catholic Monitor reader:
Take decisions for themselves… because either they have a sort of false humility, “this is above my pay grade” (🙄) or they prefer comfort over standing up for God’s truth, but this is all pure chaos. And chaos? Is only of the devil. We CAN know, and I’ll prove it to you. And it has nothing to do with pride, but GENUINE humility and courage. Our Lord will back me up!
I’ve seen this confusing type of behavior come from people I never would have expected in the Trad world, and the ones who were normally pretty silent on the “two pope” weird “state of exception” of the Jorge Bergoglio and Pope Benedict allusion, are now the ones sounding the alarm. It’s been MOST disorientating to watch. “Diabolical disorientation”? Today the beloved prelate that comes to mind who is behaving in a manner most bewildering (and not the complimentary kind) is Archbishop Carlo Maria Vigano.
In fact, when I read his Pentecost sermon, and re-read his Exsurge Domine website shortly after, having become so familiar with his site, I saw how his language and past words had either vanished or were replaced to cater to the Bergoglian “synodal church” rather than his usual heroism of words such as “the Church following the example of her Divine Founder, does not dialogue with Satan, she fights him.”
I can only describe seeing that change in his writing, and seemingly overnight, with one word: betrayal. In fact, it all looked and sounded so “off” that I wondered if he had a ghostwriter. His words were so “off” that even my Grandmother asked me if someone hacked his account or “did someone get to him, too?” Let’s face it, we never experience betrayal from enemies with much surprise or hurt, but with friends, just like Our Lord, it indeed hurts, because either we have come to trust them, or we rely on them.
I will come back to His Excellency, but what I want to say from the get-go is that while he doesn’t know me, I am his biggest fan, pray for him daily (and will continue to do so) and I am saying what I am about to say with the upmost charity BECAUSE I care about this shepherd very much. In fact, it is my hope that he somehow reads this article and takes it to heart, because in world full of wolves in sheep’s clothing, we can’t afford to lose what true shepherds we have left. If someone reading this knows how to get this before his eyes, please do! I would be most obliged!
The truth is, many people today can’t make basic decisions without outside help, let alone large decisions about knowing who the pope is, because the majority of Catholics don’t go to the Holy Ghost enough. Sorry to be so blunt, but it is so. While Our Lord set up a system of shepherds in His hierarchy of apostles, He still biblically taught the everyday sheep to discern for themselves the voice of the shepherd. The sheep AND the shepherd both have their divine roles, so to speak:
Shepherd: lead the flock, feed them and ENTER THROUGH THE FRONT DOOR (so we aren’t confused- this is a telling and important sign for we sheep).
Sheep: DISCERN THE VOICE OF THE SHEPHERD. And if they DON’T recognize the voice, FLEE! THE SHEEP KNOW MY VOICE, He said.
My all time favorite book in the Bible is the Canticle of Canticles and my holy obsession is reading whatever verse for verse break down I can find; Bernard of Clairveaux does a superb job! But in The Cantata of Love by Blaise Arminjon, S.J. (I know… a Jesuit…heaven forbid) break down, I was stunned when I randomly opened to the part, just hours before writing this post, that read:
“the Bride joyfully exclaims: ‘I HEAR my Beloved.’ She already RECOGNIZES Him BY HIS STEP, even before hearing His voice. It is said of Adam and Eve that the very first time they perceived God’s coming, they recognized His footsteps.”
WOW, so logically, since biblically speaking we even recognize Our Lord’s STEPS, how much more should we recognize His VOICE? How glorious? They are both INSTANT recognitions, too.
How do we recognize said voice and step? DING DING DING: Seven Gifts of the Holy Ghost. Therefore, before I redirect our conversation back to the Archbishop, because this IS the glorious season of Pentecost, we try to draw nearer to the great “Spiritual Director”, the Holy Ghost, the perfect Spouse of Mary. And most especially in my daily rosary of the Seven Sorrows, throughout the year I add to each mystery of Mary an assigned gift of the Holy Ghost to meditate on, more or less, each day, since there are providentially SEVEN for both Mary’s Sorrows and the Paraclete’s gifts. All is Providence:
1.) prophecy of Simeon: Holy Ghost’s gift of “fear of God”.
2.) flight into Egypt: Holy Ghost’s gift of “fortitude”.
3.) loss of the Child Jesus in the Temple: Holy Ghost’s gift of “counsel”.
4.) meeting of Jesus and Mary on the way to Calvary: Holy Ghost’s gift of “understanding”.
5.) crucifixion of Our Lord: Holy Ghost’s gift of “wisdom”.
6.) taking of Jesus down from the cross and laid in Mary’s arms: Holy Ghost’s gift of “piety”.
7.) burial of Our Lord: Holy Ghost’s gift of “knowledge”.
For the most solid definitions of each of those gifts, pull out your Pre 55 Saint Andrew’s Latin Mass Missal. Notice how I called the Paraclete the Spiritual Director? I want to engrave that into your mind in this post. According to traditional Catholic understanding of spiritual direction, we only go to an earthly director IF we can’t come into communication with the Holy Ghost, OUR REAL DIRECTOR, through Mary His Bride, BY OURSELVES.
Meaning, if there is some sort of blockage and we absolutely can’t understand what the Holy Ghost is telling us, THEN we approach our earthly guides (priests). There is an ORDER. We FIRST discern. THEN WE SEEK OUTSIDE HELP (if we need to). Step one is a must, but step two isn’t always a requirement. It’s actually a sign of extreme spiritual immaturity to not use your mind, obey someone you trust blindly without question, and say you don’t need to engage your intellect because someone else did that for you. You’re skipping out on the Holy Ghost. Herd mentality is real, and it’s deadly for the soul. We must cease behaving like the child described by the mighty Saint Paul:
“When I was a child, I SPOKE as a child, I UNDERSTOOD as a child, I THOUGHT as a child. But, when I became a man, I put away the things of a child.” 1 Cor 13:11
Meaning, there’s a difference between being childish and child like. We are ALL called to be spiritual children, totally dependent on God, but God also expects us to get to KNOW the Third Person of the Blessed Trinity and that is only in the experience of INDIVIDUAL DISCERNMENT with the active use of our minds for His glory. See this below verse of Our Lord “leaving” His apostles and compare it to the compare it to the earthly spiritual director not being present to the soul:
“But I tell you the truth: it is expedient to you that I go: for if I go not, the Paraclete will not come to you; but if I go, I will send Him to you.”
Our Lord Himself knew that His mission, Mary’s mission and the Church’s mission is all led by the workings of the Holy Ghost. We see this by how different the apostles act IN THE BOOK OF ACTS. They were transformed by the His gifts of wisdom, understanding, fortitude, piety, fear of God, knowledge and counsel! When I said all is Providence, this is nothing but true, because I had a good friend of mine practically accuse me of depending on the Holy Ghost too much (which is laughable. He made it sound like a crime), and then I saw how the literal definition of the Catholic Magesterium is Christ’s promise that He will guide His bride, the Church, THROUGH THE HOLY GHOST.
This is truly a war, and attack, on the Holy Ghost. What did the New Mass remove from their “calendar”? The 24 Sundays after Pentecost were wiped out and replaced with that bogus thing called “ordinary time.” Speaking of time, we are still living, in real time, Pentecost. And not just because we are literally in the season. What do I mean by that? God the Father purified the world through water, God the Son through His Precious Blood and now, God the Holy Ghost, will purify… through His very own symbol, through fire. Since the Holy Ghost is the perfect Spouse of Mary and They are One in all things, it’s safe to say that the Triumph of the Immaculate Heart of Mary is the Triumph of the Holy Ghost, (and Saint Joseph).
Father Paul Kramer once told me that people are so petrified at being perceived as sedevacantists that they are willing to accept as pope a man who willfully rejects Christ’s teachings. The Church has had about 45 anti-popes in her 2,000 history and the reason the 1958 sedevacantist name calling doesn’t work is that before 1958 the Church has a had a series of Vacant Sees that have lasted up to almost three years before God intervenes as He always does.
Periods of vacancy of the Chair of Peter are called “interregnums”. Many, even priests, simply do not know papal history. And if you don’t know Church history, then that’s a major loss of Catholic identity. Moreover, If we don’t see all sides, this by definition is either accepting propaganda or willfully burying our heads in the sand. Being called a sedevacantist is the equivalent to being called a conspiracy theorist (a term created by the CIA by the way so we wouldn’t question President RFK’s death). Nice try, Jack!
Being called a sede reminds me of the scene from The Princess Bride when a character keeps using the word “inconceivable!” and finally he is told, “you keep using that word, I don’t think it means what you think it means.” In our case, the word is “sedevancantist” (clearly next to no one knows what that means, yet it’s their “go to” word and it’s their argument for nearly everything). But think about that for a moment, that means that more than half of the members of the Church, despite being young or old, don’t know how to have a mature, adult conversation OR are uneducated… “you keep using that word…”.
That is not holiness. It is spiritual immaturity and unholy ignorance. I’m so over the sedevacantist name calling. It’s SUCH a dishonest, LAZY, immature and manipulative argument. Notice we are never called liars. Whenever someone reverts back to that argument, I know they have lost the argument, especially with themselves- they have chosen to give up trying to understand! But also this, while I do not believe the see has been vacant since 1958, I do have compassion on the sedevacantist position and understand their view and according to Canon Law, they are NOT in schism, so leave them alone! Why on earth do we have more compassion for boy rapists and heretics in the hierarchy over a group that genuinely just wants to live the most authentic Catholic life with zeal and holiness? Just stop ✋🏻.
How can we KNOW, if Robert Prevost is the pope or not? 1.) the Good Shepherd discourse, “the sheep know My voice.” 2.) Pope Paul IV’s Papal Bull 🐂. A Bull that states if a man BEFORE the conclave is a heretic, he cannot become pope EVEN IF elected by the Cardinals.
Words from a Trad Priest to me about this Papal Bull:
“And then we know Prevost was a heretic in many ways as bishop. For one, he said phone confessions were valid even before the Conclave.
Pray an Our Father now for reparation for the sins committed because of Francis’s Amoris Laetitia.
Pray an Our Father now for the restoration of the Church.
Stop for a moment of silence, ask Jesus Christ what He wants you to do now and next. In this silence remember God, Father, Son and Holy Ghost – Three Divine Persons yet One God, has an ordered universe where you can know truth and falsehood as well as never forget that He wants you to have eternal happiness with Him as his son or daughter by grace. Make this a practice. By doing this you are doing more good than reading anything here or anywhere else on the Internet.

Francis Notes:
– Doctor of the Church St. Francis de Sales totally confirmed beyond any doubt the possibility of a heretical pope and what must be done by the Church in such a situation:
“[T]he Pope… WHEN he is EXPLICITLY a heretic, he falls ipso facto from his dignity and out of the Church, and the Church MUST either deprive him, or, as some say, declare him deprived, of his Apostolic See.”
(The Catholic Controversy, by St. Francis de Sales, Pages 305-306)
Saint Robert Bellarmine, also, said “the Pope heretic is not deposed ipso facto, but must be declared deposed by the Church.”
