Is Anti-Sexual "Code of Conduct" Cupich who is Francis's Top US Point Man in Trouble?

In 2018, Francis's top American collaborator Cardinal Blasé Cupich and  Bishop Daniel Conlon were according to the Conlon "chagrined to be asked to sign a code of conduct":

Everyone knows that Cupich is Francis's point man in the United States while the pro-Francis Conlon is known for saying the homosexualization of "the Boy Scouts can benefit youth":

Bishop Conlon of Joliet: "I agree w/ +Cupich I am chagrined to be asked to sign a code of conduct."

Is the reason Conlon and Cupich are"chagrined to be asked to sign a code of conduct" because "the new standards of conduct [for bishops] could cover sexual relationships with adults"?
Cupich apparently answered that question when he said "“[i]n some of the cases with adults involving clerics, it could be consensual sex ... there’s a whole different set of circumstances”:

By Mary's Secretary In my book  The Practice of the Presence of Mary: To Live and Die with Mary , I dedicated Part II to Our Lady of Mount Carmel and Her scapular (fitting as Her feast is approaching), and I specifically mentioned how the scapular and spaghetti straps DO NOT go together. What I mean by that is I have noticed that those in the Church who DO NOT follow the Catholic dress code typically aren’t the ones wearing the scapular. I went on to say that modesty and the scapular go together and if you ever  were  immodest in dress, the scapular, being Our Lady’s sacramental that it is, gives one the grace to BECOME modest.  I can attest to this in my own life.
