Socci: In Second Brandmuller Letter Benedict gave "Apostolic Blessing" which is only the Pope's "Prerogative"

Antonio Socci in his book says there is a "significant 'sign'" in the "second letter" that Benedict XVI wrote to Cardinal Walter Brandmuller:

"[H]e concluded the letter, 'With my Apostolic Blessing'... this blessing is one of the prerogatives of the pope (not the pope emeritus, but the pope)."
