...The Buenos Aires guidelines sent to the pope appear to not require this, Pope Francis’ letter responding to them appearing to approve of the heretical interpretation, the bishops’ letter becoming Magisterial by the pope adding it and his letter to the Acts of the Apostolic See.
But their letter doesn’t explicitly specify the person is not required to confess the mortal sin, although that is the obvious implication. Pope Francis’ own response is general enough for us to say he is not himself saying confessing the sin is not required.
