Why isn't Pope Francis calling on Bishops who Covered-up for Predator Priests to Turn themselves in"?

Reuters headline is: "Pope urges predator priests to turn themselves in" Why isn't Francis calling for cover-up bishops to turn themselves in? The reason Pope Francis isn't calling for bishops who covered-up for predator priests to turn themselves in may be as Church Militant said: "[Pope Francis] promised... zero tolerance... records show that time and again, he violated his own policy and covered for, resurrected and even promoted multiple predators." The reason is Francis would be calling on himself to turned himself in. Pray an Our Father now for the restoration of the Church.

Death Penalty: God vs. Pope Francis

God is condemned by Pope Francis for calling for and allowing the death penalty in Gen. 9:6, 38:24, Ex. 21:17, 1Sam. 15:3, etc. It appears that Francis believes that God has "an insufficiently developed understanding of human dignity" because the Creator of the universe, of humanity, and of "human dignity" called for an "inhuman form of punishment" which supposedly under this pope is "always inadmissible." Apparently, Francis not only has to change a section in the Catechism, but he needs to rewrite large portions the Bible. Pray an Our Father now for the restoration of the Church.

Does the Francis & Brugger Death Penalty Teaching have Abortion & Coronavirus Implications?

- Updated March 28, 2020 So-called new natural law theorist E. Christian Brugger who supports the Francis teaching against the death penalty "according to Catholic principles" wrote: ""[S]ub- populations may be prioritized... in coronavirus management." (Aleteia, "Who lives and who dies? Health care rationing at a time of crisis according to Catholic principles," March 28, 2020) Might the "Catholic principles" which Brugger teaches be heretical since they apparently come from Brugger's problematic mentors: John Finnis and Germain Grisez? Do this so-called "Catholic principles" have implications on abortion and "prioritizing" medical assistance to the most vulnerable patients with Coronavirus? But, first is Francis apparently teaching heresy in the following statement according to Doctor of the Church St. Robert Bellarmine that  contradicts the "teachings of scripture, the Fathers and Doctors of the Ch
